I imagine you are talking about drivers classified ? (Completed a certain number of laps - or percentage of - to be classified as a finisher)

The minimum was 4 at the Monaco Grand Prix in 1966

If you are talking about drivers crossing the finish line, I believe a number of races in the early days had just 1 finisher

In Monaco '96 only 3 drivers crossed the finish line actually but 7 drivers were classified as finishers (covered more than 90% of total number of laps).

I assume the question is for least number of 'classified' finishers.
Correct Pappy_F1 ?

There was another monaco race where hardly anyone finished
They all kept taking the lead and crashing or breaking down
Dont remember the year but Mansel, Prost, Senna etc were racing 8)
