George Russell has been confirmed as the first signing for Williams for 2019, replacing the soon to be departing Lance Stroll.
4 seats left including the expected signing of Stroll to Force India.

Pascal Wehrlein and Stoffel Vandoorne have both signed for Formula E for the 2018/19 season so they are both out of the running for the remaining 4 seats.
My best guesses at this time.
1. Stroll to Force India. This would be a given with Lawrence Stroll a part owner of the team
2. Sergio Perez to remain at Force India. This will be announced at or during the Mexican Grand Prix
3. Sergey Sirotkin to remain at Williams. Money will hold him here.
4. Brendon Hartley to be resigned by Toro Rosso. I would really like to see Ocon in this team but it just won't happen.

Sergio Perez was today confirmed as one of the Force India drivers for 2019.
And now there are 3 seats left.

All the seats have been announced.
Force India have confirmed Lance Stroll as expected in their driver lineup.
