I might be mistaken, but could it be possible that Ferrari figured out a long time ago where all the loopholes in the F1 regulations are, and that they've essentially been using those instead of the actual regs? Case in point..., earlier this year, instead of simply using tire warmers, (unless I'm wrong) weren't they using tire "boxes" at one of the grand prix races? This'd be a perfect example of how one team "interprets" the regs one way, while everyone else "interprets" them as they're written.

Ferrari were (and could still be as the fia didnt rule against them) using boxes for their tires.
The regs say the tire must be heated by tire warming blankets and that heating boxes are not allowed. All the teams use blankets to heat the tires, including ferrari, they just store the wheels in an insulated box while the tire blankets do their job.
This is the same principle as the ice in the cooler cools your beer, not the cooler itself.
